Newcastle Mines Grouting Fund

We administer the Newcastle Mines Grouting Fund (NMGF), a NSW Government initiative designed to complement Government’s wider city centre revitalisation program, and help mitigate risk associated with mine subsidence.


Changes to funding

As part of the NSW Government budget process, funding allocated to the NMGF has been reduced from $11 million to $6 million. The $6 million allocation will meet the cost of existing approved applications. 

The uncommitted $5 million has been redirected to supporting the delivery of key government priorities, including addressing the housing shortage, delivering critical infrastructure, investing in renewable energy and rebuilding essential services.

As a result, the fund will no longer be accepting any further applications from September 2023.

Federal Government funding committed for a $10 million Lake Macquarie Grouting Fund is not affected by these changes.

The projects listed below applied for funding from the Newcastle Mines Grouting Fund. 

Many of the projects did not exceed the funding cap and therefore did not receive payment for their applications.

Newcastle Port Community Contribution Fund

The Newcastle Port Community Contribution Fund (NPCC) is funding that supports community infrastructure around the Port of Newcastle, to improve amenity and community access to spaces around the Port.

HCCDC administered the fund from 2014-18, supporting a variety of initiatives including:

  • Enhancement of public domain, amenity and recreation facilities
  • Community events and festivals
  • Heritage restoration
  • Public art installation, placemaking and activation

Hunter Infrastructure and Investment Fund

The NSW Government established the Hunter Infrastructure and Investment Fund (HIIF) in 2011 to enhance the Hunter’s infrastructure to support economic growth and liveability of the region. 

The Government allocated $450 million to the Fund over four years - and it supported transport, education, water and health infrastructure projects.


The HIIF fund has now closed and is no longer accepting applications. 

Projects funded included:

  • $2 million refurbishment of the Cessnock Emergency Department
  • $2 million for a carer’s room and courtyard at Maitland Mental Health Unit 
  • $11.1 million Newcastle Airport Expansion (stage one)
  • $500,000 for equipment upgrades at the Wansey Dialysis Centre, Charlestown
  • $20 million Wine Region Roads Upgrade at Pokolbin
  • $11.3 million Lake Macquarie Football Facility ($7.3 million from the HIIF)
  • $45 million Nelson Bay Road upgrade between Bob’s Farm and Anna Bay
  • $51 million New England Highway upgrade at Maitland ($45 million from the HIIF)
  • $60 million for the Newcastle City Centre urban renewal and light rail project 
  • $5 million to the Basketball Association of Newcastle towards the Multi-Purpose Complex in Broadmeadow
  • $3.2 million to the Department of Education for the Regional Performing Arts Centre at the Hunter School of Performing Arts
  • $2.3 million towards Westpac Rescue Helicopter Service’s Helicopter Service Belmont Base
  • $5.5 million to Maitland City Council for the Maitland Regional Sportsground Complex – Athletic Centre
  • $9.8 million for the Hunter Innovation Hub Project by University of Newcastle and Newcastle City Council to establish smart city infrastructure and a digitally connected innovation precinct
  • $10 million for the Newcastle International Hockey Centre Redevelopment
  • $12.7 million for construction of a permanent multi-purpose cruise terminal facility by Port of Newcastle
  • $1.5 million towards the White Park Recreation and Equine Development by Upper Hunter Shire Council

Other projects are in advanced stages of planning or have commenced, including:

  • $5.3 million towards the $20 million overhaul of Hunter Sports High School at Gateshead
  • $18 million for stages two and three of the expansion of the Neonatal Intensive Care Unit at the John Hunter Hospital Newcastle, bringing to $25 million the total HIIF funding
  • $7 million for Singleton Hospital improvements
  • $25 million to start early works on the new Lower Hunter hospital at Metford
