The Broadmeadow precinct is one of the largest urban renewal opportunities in regional NSW.
Over the next 30 years, this land will be progressively transformed into a vibrant, walkable and liveable community, with new homes, public spaces improved transport options and sporting and entertainment facilities.

A vision for Broadmeadow
The Broadmeadow Place Strategy, adopted by the City of Newcastle in 2025 and prepared in partnership with the NSW Government, sets out the long-term vision for Broadmeadow:
"Broadmeadow is a vibrant destination and loveable place with highly connected and distinct neighbourhoods that balance the needs of a dynamic community and growing Newcastle."
Alongside City of Newcastle and NSW Government, we are working to make this vision a reality. This work includes:
- infrastructure planning
- flood investigations
- transport planning
- housing delivery pathways
- community infrastructure planning.
Precinct overview
Key Government-held sites in Broadmeadow have been rezoned to allow more housing, commercial and public uses.
The rezoning (view map) protects significant heritage sites, such as the Locomotive Depot, while enabling more well-located jobs and homes close to sports, entertainment and community attractions.

Our role
Transforming Broadmeadow is a big job, involving multiple landowners, infrastructure and transport upgrades, flood mitigation works and the renewal of ageing public facilities. Making this happen means coordinating infrastructure providers, NSW Government, City of Newcastle and others.
Hunter and Central Coast Development Corporation (HCCDC) was appointed as the Delivery Coordination Agency to ensure that this development happens in a planned and integrated way, and we’ve already made significant progress.
We’ve developed a project delivery plan to guide this work and established a governance group to progress planning and delivery.
We’re also working closely with landowners, NSW Government agencies and City of Newcastle to tackle key challenges such as staging, flooding and infrastructure capacity.
Our focus is on the rezoned land and we will work with our partners to:
- coordinate planning and delivery activities
- identify what infrastructure is needed
- support housing and job outcomes
- advise government on future investment priorities.
This will lead into more detailed program and funding requests to enable delivery of the precinct.
