The Broadmeadow precinct is the most significant urban renewal project to be undertaken in Greater Newcastle. Transforming this land into new homes and public spaces with entertainment options will occur progressively over the next 30 years.  

The Broadmeadow precinct is set to become a vibrant, walkable and liveable community with a variety of new housing, public spaces, and improved transport options to be delivered alongside sporting and entertainment facilities.
 


Land rezoning

Four Government-held sites have been rezoned in Stage 1 of the Broadmeadow urban renewal program. 

The rezoning protects significant heritage sites such as the Locomotive Depot while enabling more well-located jobs and homes close to sports, entertainment and community attractions.

The land outlined in the map below has been rezoned as the initial focus for renewal.

HCCDC's role

Hunter and Central Coast Development Corporation (HCCDC) was appointed as the Delivery Coordination Agency for Broadmeadow's transformation in August 2025.

Our focus will be on the rezoned land and will include preparing a delivery plan in collaboration with other NSW Government agencies and the City of Newcastle. 

We will undertake detailed planning to advise Government how infrastructure, housing, public spaces and governance will be coordinated and sequenced to transform Broadmeadow into a vibrant, connected and sustainable precinct. This will inform future funding requests and ensure coordinated delivery.

Place Strategy

The Broadmeadow Place Strategy, approved earlier this year and jointly delivered by the NSW Government and the City of Newcastle, will guide new development in the precinct.

The Place Strategy sets out the Vision for Broadmeadow:

"Broadmeadow is a vibrant destination and loveable place with highly connected and distinct neighbourhoods that balance the needs of a dynamic community and growing Newcastle."

Broadmeadow’s revitalisation has the potential to deliver significant sporting, entertainment, housing and economic outcomes for the city of Newcastle and surrounding areas.
